REGULATIONS GOVERNING THE DEGREE OF DOCTOR OF PHILOSOPHY  (Ph.D)

 
1 SHORT TITLE AND COMMENCEMENT:
1.1

These Regulations shall be called as the “KUVEMPU UNIVERSITY REGULATIONS GOVERNING THE DOCTOR OF PHILOSOPHY (Ph.D.) DEGREE and RECOGNITION OF RESEARCH GUIDES-2006”.

1.2

These Regulations shall come into force with effect from the date of the assent by the Chancellor.

 

Note: The Candidates who have registered for Ph.D. programme prior to the date of Notification of these Regulations shall, however, continue to be governed by the earlier Regulations.

2 DEFINITIONS:
 

In these Regulations, unless the context otherwise requires or it is specifically defined:

2.1

“Doctoral Committee” means, the Committee constituted to assess and recommend the applications to the Board of Studies on the basis of suitability of the Ph.D. applicant for registration, progress, evaluation and submission.

2.2

“Board of Studies” means, the Post-Graduate Board of Studies of the University in the discipline/subject concerned.

2.3

“Degree” means, the Degree of Doctor of Philosophy (abbreviated as Ph.D.) to be awarded by Kuvempu University as specified under Section 4(ii) of K.S.U. Act, 2000.

2.4

“University” means, Kuvempu University, deemed to have been established and incorporated under Section 3 of K.S.U. Act, 2000.

PART-A
3. SCOPE OF RESEARCH:
3.1

The subject of research shall be the one which relates to the main branch of knowledge chosen at Post-Graduate Degree. However a Candidate willing to conduct research in a subject other than the one chosen for Post-Graduate Degree but, which is of an inter disciplinary in nature shall also be eligible for registration, provided the research design shall be approved by the concerned Board of Studies on the recommendation of the Doctoral Committee.

3.2

There shall be a Part-time, Full-time or Distance Mode Courses for Ph.D. programmes in every Post-Graduate Department of Studies, for the benefit of teachers employed in recognised degree colleges of this University or any other Indian Universities/ Research Institutions/ Organizations recognised by U.G.C. or Central/ State Government, and also those working as Librarians/ Physical Education Personnel.

4. ELIGIBILITY:
4.1

A candidate who has obtained a Post-Graduate Degree from any University in the State or from any other University established by law and recognised by U.G.C. as equivalent thereto securing not less than 55% marks in the aggregate at the Post-Graduate Degree Course as a whole shall be eligible to register for the Ph.D. Degree Programme. However, in the case of SC/ST and the Category-I candidates, the minimum marks required shall be 50%. Further, that the condition of minimum marks shall not be applicable to the foreign students sponsored by their embassies and also such of the candidates sponsored by public and private sector undertakings.

Provided that, the eligibility criteria for admission to Ph.D. Programmes in respect of foreign students and sponsored candidates of public/ private sector undertakings shall be considered and determined by the Doctoral Committee of the concerned Department, subject to the review and approval by the Vice-Chancellor.

4.2

Such of the teachers having a minimum of 50% of marks at the Post-Graduate Degree Course and employed in affiliated/ constituent colleges and Post-Graduate Departments of any recognised University before 31-03-1992, and are continuing in service on a regular basis, and desirous of registering for the Ph.D. programme shall be permitted for registration.

4.3

A candidate who is eligible for registration as indicated at para 4.1/4.2 above, shall be selected on the basis of marks obtained in an Entrance Test conducted by the University. The merit list of such candidates shall be prepared by allotting 50% weightage for Entrance Test and 50% weightage for the marks secured at Post-Graduate Degree Course. However, such of the candidates who have passed the JRF/M.Phil./NET/SET/GATE shall not be required to appear for the Entrance Test. Further, that the Foreign students and also the candidates sponsored by the public/ private undertakings also need not appear for the Entrance Test.

4.4

However, the eligible candidates who have fulfilled required qualification as specified at para 4.1, 4.2 and 4.3 above have to submit themselves for a pre-registration colloquium conducted by the Doctoral Committee.

5. SUBMISSION OF APPLICATION:
5.1

The University shall notify the Ph.D. programme twice in a year preferably in the months of August/September and February/March.

5.2

A candidate shall apply for registration for the Ph.D. programme in the prescribed form to the Chairman of the concerned Post-Graduate Department. In the case of the Distance mode, the Candidate shall apply in the prescribed format to the Director of Distance Education.

PART-B
6. DOCTORAL COMMITTEE:
6.1

There shall be a subjectwise Doctoral Committee constituted for the purpose of scrutinizing the application forms received for registration to Ph.D. programme.

 
a) The composition of Doctoral Committee shall be as follows:
1) Dean of the Faculty concerned Chairman
2) Director of the concerned School of studies Member
3) Chairman, Department of Studies in the University/ Head of the recognized centre/ Organization / Institution or the nominee. Member
4) Chairman of Board of Studies Concerned Member
5) One expert from outside the university Member
6) Concerned Guide Member
7) Deputy Registrar (Academic) any member nominated by the Vice-Chancellor Convenor
NOTE:

In case the Dean of the Faculty is not available, the Director of the concerned School shall be the Chairman of the meeting. In case even the Director of the School is not available, then the Chairman of the concerned Board of Studies shall be the Chairman of the meeting.

b) The Doctoral Committee shall ordinarily meet twice in a year.
6.2 DUTIES and RESPONSIBILITIES OF THE DOCTORAL COMMITTEE:
 
a)

To conduct pre-registration colloquium and to recommend the acceptance of candidates or otherwise, for registration.

b)

To consider half-yearly progress reports of the registered candidates forwarded by the Guide.

c)

To conduct pre-submission colloquium and to recommend to the concerned Board of studies to accord permission for the submission of the thesis.

d)

To carryout such other duties as the University may entrust to the Committee from time to time in connection with the Ph.D. Programme.
(All communications by the Guide should be routed through the Chairman/Chair Person of the concerned Department or the Head of Institution)
In the case of Distance mode, the Guide shall forward all communications to the Director of Distance Education who in turn shall forward them to the concerned the Chairman of the Board of Studies.

e)

To permit, the change of title of the thesis on the recommendations of the Guide by following procedures through the concerned B.O.S.

PART-C

7. ENTRANCE TEST:
 

There shall be an Entrance Test to be designed by the Doctoral Committee to test and evaluate the competence and research aptitude of the candidate.

8. PRE-REGISTRATION SYNOPSIS AND COLLOQUIUM:
 
a)

The candidate shall prepare the pre-registration synopsis defining clearly the objectives, methodology, expected results and their implications filling up the gaps in existing knowledge and its social/scientific relevance. The candidate shall prepare a brief technical report comprising literature survey/work plan and the relevance of the proposed research and shall present it in the form of a colloquium before the Doctoral Committee to assess the preparedness of the candidate for the research to be undertaken. The Committee may, however, ask the candidate to prepare for the colloquium again if the performance/ preparedness of the candidate in the first instance is not satisfactory. Only one re-appearance be permitted.

b)

The Doctoral committee is empowered to suggest changes, if necessary, in the title/scope/methodology of the research topics in consultation with the Guide. On the recommendations of the Doctoral Committee, the candidate may apply for registration in the prescribed format to the Registrar (Evaluation) after paying the prescribed fees.

c)

The concerned Board of Studies shall scrutinize the research proposals and accord its approval as required by the Regulations. The Board of Studies may return the proposals for changes etc., if required. On receipt of the research proposals approved by the concerned Boards, the registration shall be finalized.

9. REGISTRATION:
 
a)

Every Departmental Council/ Recognized Institutions shall prepare a merit list of the candidates, and ensure that there is due representation from SC/ST/Cat-I candidates and submit the same to the Doctoral Committee.

b)

The Doctoral Committee shall verify the eligibility of the candidates by scrutinizing the documents and notify the list of the candidates for temporary registration.

10. RESEARCH WORK AT OTHER RECOGNISED INSTITUTION:
 
a)

The Candidate who has registered for Ph.D. programme shall work under a recognized Guide in the University P.G. Department or in any Laboratory/ Institute or the Department of an affiliated / constituent college recognized as Research Centre by the University.

b)

The Candidates can also carryout Ph.D. programme activities under the supervision of experts working in other institutions recognised by the Unversity as Research Guides.

c)

In case of Distance mode, any recognized Guide of any University recognised by the UGC or any Research Institute / Centre shall be eligible to Guide for Ph.D. programme.

PART-D

11. CHANGE OF JURISDICTION:
 

A candidate, whose registration is confirmed and who has completed at least one year from the date of registration, desires to leave the jurisdiction of the University and continue to carryout his research project in the Organizations/ other Universities/ Institutes/ Laboratories and etc. which have facilities in the concerned research area, retaining his/her registration, may be permitted to do so by the University, on the recommendation of the concerned Guide and the Doctoral Committee.

  PART-E
12 PROGRESS REPORTS:
12.1

After the registration, every candidate shall submit a half-yearly progress report regularly through the Guide to the Chairman, Department of Studies/ Head of the Institution who shall forward it to the Convenor of the Doctoral Committee. In the case of Distance Mode, it shall be routed through the Director of Distance Education.

12.2 The half-yearly Progress Report should cover the following aspects :
 
a) The Review of Literature
b) New Data acquired or techniques developed
c) Progress/Standardization in research methodology
d) Discussion of the work done including any new findings
12.3

If a candidate fails to submit two consecutive half-yearly progress reports in time or the progress report submitted by the candidate is not satisfactory, the Doctoral Committee shall recommend to the University for cancellation of the registration. However, in all such cases, the candidate must be heard.

13. VALIDITY PERIOD OF REGISTRATION:
 
a)

Every candidate shall work for a minimum period of three years from the date of registration.

b)

The candidates should complete the research work and submit the thesis to the University within a maximum period of five years from the date of registration.

c)

In exceptional cases, extension beyond the above period may be granted by the University on the recommendation of the Doctoral Committee and the Guide for justifiable reasons for a maximum period of ONE more year.

d)

Under extraordinary circumstances by which a candidate is affected and such circumstances warranting extension of period for submission of thesis, the student should make an appeal to the Registrar (Evaluation) through the Guide, who shall refer the same to the Doctoral Committee and Board of Studies for its opinion. The opinion of the committees shall be submitted to the Vice-Chancellor for consideration. The decision of the Vice-Chancellor in the matter shall be final.

PART-F
14. SUBMISSION OF THE THESIS:
14.1
a)

A full-time candidate who has completed a minimum period of three years from the date of registration and not less than six months before the expiry of maximum period of FIVE years shall submit an application along with ten copies of synopsis of the thesis through the Guide to the Doctoral Committee for permission to submit the thesis. In the case of part-time candidates, the minimum period shall be FOUR years from the date of registration.

b)

Every candidate, before the submission of the final synopsis shall submit himself/ herself to pre-submission colloquium before the concerned Doctoral Committee showing his/her preparedness to submit the thesis. He/ She shall present the methodology followed and data collected. Further, no candidate shall be allowed to submit the thesis unless he/she has published two research papers/ patents (accepted or granted) based on his/her thesis/research work published in standard Research Journals of repute. The candidate must be the first author of the research paper/patent, and the Guide to be the second author.

14.2
a)

After its approval, the Doctoral Committee shall send four copies of the Synopsis to the Registrar (Evaluation), who shall proceed with constitution of the Board of Examiners for the adjudication of the Ph.D. thesis.

b)

Every candidate shall, not later than six months, after obtaining permission from the University shall submit the thesis. He/she shall also submit along with the application four hard copies of the thesis and a soft copy (CD) to the Registrar (Evaluation) through the Guide and the Chairman of the Department of Studies concerned.

c)

Every candidate shall submit with the thesis, a certificate from the Guide, that the thesis submitted is a record of research work carried out by the candidate during the period of study, and that it has not previously formed the basis for the award of any Degree/ Diploma/ Associateship/ Fellowship or other similar titles to the candidate. Along with the thesis the candidate shall also produce a “No Due Certificate” from the Chairman, Department of Studies/ Head of the Institution concerned, and also from the University Librarian and the Hostel Warden.

15. ADJUDICATION OF THE Ph.D. THESIS:
15.1

For the adjudication of the Ph.D. thesis, there shall be a Board of Examiners consisting of the Guide as the Chairman and two external members to be chosen by the Vice-Chancellor from a panel of ten examiners, submitted by the concerned guide and recommended and approved by the Board of Studies.

15.2

Each examiner appointed to adjudicate the thesis shall send the report to the Registrar (Evaluation) within two months from the date of receipt of the thesis marking a copy to the guide. Such reports should include:

 
i)

a critical account of the work of the candidate as embodied in the thesis and an evaluation of the work in terms of its contribution to the advancement of knowledge.

ii)

details of any questions to be asked or points to be clarified at viva-voce examination.

iii)

a definite recommendation as to whether the Ph.D. degree should be awarded or not.

iv)

the Examiners shall be required to answer specifically the following :

 
a)

Whether the Ph.D. degree can be awarded on the basis of the thesis as presented?

YES/NO
b)

If the answer to (a) above is (NO), whether the thesis can be resubmitted after revision/corrections?

YES/NO
c)

Whether the thesis is fit for publication with or without revision?

YES/NO
15.3

If both the external examiners make a definite recommendations against the award of Ph.D. degree, the thesis shall be rejected. If one of the examiners makes a definite recommendation against the award of the degree, the thesis shall be referred to another external examiner. If the report of such examiner is favorable, then the candidate shall be eligible to appear for the viva-voce examination or otherwise, the thesis shall be rejected.

15.4

If one of the examiners makes a qualified recommendation with valid reasons, for example, to re-submit the thesis after suitable modifications, the Registrar (Evaluation) shall communicate to the concerned candidate for re-submitting the thesis after suitable modifications within SIX months from the date of communication.

15.5

No candidate shall, however, be permitted to submit the thesis more than two times.

15.6

After the award of Ph.D. degree, the thesis may be published with the permission of the University in any form giving due credit to the Guide. Two copies of the published works must be submitted to the University Library for the purpose of records.

PART-G
16. VIVA-VOCE EXAMINATION:
16.1

On receipt of the satisfactory reports on the thesis from the examiners an open viva-voce examination shall be conducted on any working day. The Vice-Chancellor shall constitute the Board of Examiners for the Viva-voce examination as shown below:

 
a) The Guide as Chairman
b) The Co-guide, if any.
c) One of the External Examiners

However, under extraordinary circumstances where an external examiner cannot be present at the viva-voce examination, the Vice-Chancellor may appoint an external substitute examiner from out of the approved panel.

d)

The concerned Chairman of the Department of Studies in the University/ Head of the Institution.

16.2

The Viva-Voce examination should primarily be designed to test the understanding of the candidate on the subject matter of the thesis, including methodology employed and the competence in the general field of study. Any of the points raised by the examiners should be clarified during the viva-voce examination, and the report of the examiners shall be made available to the Board for Viva-Voce examination. At the Viva-Voce, the candidate shall produce all the relevant documents, materials, publications etc., connected with the research project. In the case of Candidates who are in abroad and unable to be present physically, the viva-voce examination may be held through internet chat with open viva as described at para 16.1 after the payment of necessary additional fees prescribed by the University.

17. AWARD OF Ph.D. DEGREE:
17.1

After the successful completion of the viva-voce examination by the candidates, the Chairman, BOE shall consolidate the recommendations for the award of Ph.D. degree based on the following:

 
a) The report of examiners who have adjudicated the thesis.
b)

The evaluation of candidate’s performance in the viva-voce examination.

17.2

The Chairman, Board of Examiners shall submit the consolidated report to the Registrar (Evaluation) of the University. Based on this the candidate shall be awarded the Ph.D. degree with the approval of the Vice-Chancellor.

PART-H
  (Procedures for recognition of Research Guides)
18. GUIDE:
18.1 Eligibility:
 
a)

All Professors, Readers and Lecturers in P.G. Departments having Ph.D. degree shall be eligible to guide candidates for the Ph.D. Programme, provided, that a lecturer in addition should also have a total of four years of teaching experience as a full-time permanent teacher. However, in all cases, the Doctoral Committee shall satisfy that the person has a sustained record of independent Post Doctoral Research and Publications not forming a part of his/her Ph.D. work.

b)

the Teachers with Ph.D. degree working in an affiliated/ constituent colleges of the University, Research Centres recognised by the University and having full-time permanent teaching experience of FIVE years shall also be eligible for recognition as the Research Guides, provided that they have a sustained record of independent Post Doctoral Research and Publications not forming a part of his/her Ph.D. programme.

c)

the Scientists with Ph.D. degree working in Research Institutions/ National Laboratories/ Research Organizations recognized by the University as Research Centres are also eligible to be recognized as Research Guides if approved by the concerned Board of Studies; and

d)

the Experts with Ph.D. degree working in other Universities / recognised Research Institutes or Organizations are also eligible to guide the research students, if they are recognized by the University as Research Guides.

18.2

A Guide may be allowed to supervise the work of a maximum of Five candidates registered for Ph.D. at a time. However, the upper limit can be extended upto seven in order to accommodate one SC and one ST candidate. In addition, a Research Guide can guide two candidates in Distance mode. However, the number of candidates in these three zones are not interchangeable. A Guide who has been recognized to supervise the work in more than one subject is also bound by this limit. Under any circumstances the total number of research students under each Guide should not exceed NINE altogether (Gen-05, SC-01, ST-01, Distance mode-02). Foreign students and sponsored candidates shall be treated out side the quota.

18.3

In the cases of interdisciplinary subjects, a candidate may have two Guides of which one is a Guide and the another is Co-guide. However, the Guide should be from the University or any expert recognised as Guide by the University.

19. CHANGE OF GUIDE:
 

Generally, change of Guide is not permissible. It may be permitted only under extraordinary circumstances, such as death of the Guide or disability or on medical conditions or any other action on the Guide by the University administration. However, if there is any conflict between the Guide and the Candidate, the Chairman of the Department shall refer the matter to the Doctoral Committee. The Doctoral Committee in turn shall submit its recommendations to the Vice-chancellor. The decision of the Vice-Chancellor shall be final in this regard.

PART-I
20. FEES AND REMUNERATION:
 

Fees and remuneration related to various stages of Ph.D. process shall be governed by administrative orders issued by the University from time to time

21. REPEAL AND SAVINGS:
 

The earlier approved Regulations governing Ph.D. programme and recognition of Research Guides shall be repealed forthwith.

22. REMOVAL OF DIFFICULTIES:
 

If any difficulty arises while giving effect to the provisions of these regulations, the Vice-Chancellor may, in extraordinary circumstances, pass such orders as he may deem fit.

Further that he shall at the earliest opportunity thereafter report the action taken by him to the appropriate authority for ratification.
